At the time of writing, the text and operation of the Higher Education Code of Conduct is being revised. Also part of the evaluation are the mutual relationships between and the roles of the Commission, the secretariat and the umbrella organisations, as well as of the Ministries of Education, Culture and Science, Justice and Security and the Immigration and Naturalization Service.

The assignment for this part of the evaluation has been entrusted to an independent advisor, Victor Rutgers. The advice was adopted on the 12th of January 2022 and ratified by the recently institutionalized directors’ meeting, in which the directors of the umbrella organizations participate and the chairman of the Commission Paul Rullmann.
